In our vision, Randolph becomes a place where economic and residential development is balanced with environmental stewardship, where infrastructure improvements enhance connectivity and accessibility, and where educational excellence prepares our youth for success in an ever-changing world.

We envision a community based on inclusivity and understanding, where every voice is heard and every individual is supported.

Together, we will cultivate a sense of belonging and civic pride, inspiring residents to participate in shaping the future of our town. Through meaningful engagement and transparent governance, we will build trust and forge strong partnerships between government, business, community groups and residents.

Meet the Candidates

Dr. Jon Torres

Jon is an experienced family physician, father, volunteer and educator who is committed to improving accountability & representation for ALL of Randolph’s residents.

  • Award winning family physician in Morristown where he trains residents and medical students to deliver compassionate, person-centered care to achieve health.

  • President-Elect of the New Jersey Association for Osteopathic Physicians and Surgeons, where he champions advocacy to improve patient access to quality healthcare and improve transparency in navigating medical care in Trenton.

  • Associate Clinical Professor of Family Medicine and Osteopathic Medicine at Rowan Virtua School of Osteopathic Medicine.

  • Earned an MPA at Rutgers to gain the skills needed to make positive changes and see them through.

  • Committed Randolph Scout leader for the last 8 years, serving as a Den leader and Cubmaster for 5 years, and an Assistant Scoutmaster for the last 5 years.

  • Led efforts to create more welcoming and supportive communities that value the power of different experiences, backgrounds and viewpoints.

  • Randolph resident for 11 years with his wife, two teenagers, and two dogs.

More importantly, I understand the importance of ensuring that the community supports that path forward, and working collaboratively to achieve our goals, together. Moving Randolph Forward means including everyone in the conversation AND the solutions, demanding accountability and innovation from our elected leaders, and embracing bold ideas. Together, we will make Randolph a great place to live for EVERYONE!”

Josie Scanlan

Josie is an experienced lawyer and dedicated advocate with the ability to create solutions to complex problems, think outside-the-box, and bring people of various backgrounds and beliefs together towards a greater vision of Randolph.

  • Partner and litigator at major law firm representing small businesses and property owners: voted to “Best Lawyers” 2020-2024

  • Founder of KINDeR, a non-profit providing inclusive activities for Neurodivergent and Disabled residents such as inclusive playground at Freedom Park, a track team, support group for nearly 300 families, a Halloween experience, and artworks classes

  • Board member of Randolph PEACE, which promotes diversity and cultural initiatives. Led a Book Drive to Randolph Library that included over 200 donated children’s books about race, different cultures, LGBTQ+ members, and people with disabilities to promote awareness and acceptance

  • Leader on Randolph Track Committee

  • CASA Volunteer - Court Appointed Special Advocate for youth in foster care in Morris and Sussex Counties

  • Member and volunteer for Randolph PRIDE

  • Randolph resident for 13 years with husband, two children, and great big dog, Wyatt

Sandy Fey

Sandy is a retired IT professional with extensive business management experience and a long-term commitment to volunteerism.

  • IT executive with 28 years experience in the insurance and consumer products industries

  • Led the implementation of large-scale information systems across the globe, managing large project teams and collaborating with business leadership groups

  • Controlled complex, multi-million dollar budgets

  • Led a Morris County Disaster Response team  as a volunteer for the American Red Cross

  • Led the Red Cross Veterans Transportation Program, providing veterans with rides to VA facilities and medical appointments

  • Demonstrated leadership, strategic planning, communication, interpersonal, and budget management skills that will be an invaluable asset to the Randolph community

  • Randolph Resident for 34 years with husband, two children, and Golden Retriever, Buddy

Our Mission

Why is this election Important?

The Township Council has a serious impact on your life, deciding how to spend over $40 million of your tax dollars and ensuring the services you rely on are dependable and affordable. Many of the ideas that shape our nation begin at the local level. We deserve a local government that reflects every resident of Randolph, and that can’t happen without your vote.

Responsible Growth

Responsible growth is a fundamental principle guiding our vision for Randolph. Growth is inevitable, but it must be managed thoughtfully to preserve the unique character and quality of life that makes our town special.

While we support increasing the availability of affordable housing, the recently approved plans, particularly in Mt. Freedom, threaten to impact the quality of life in Randolph. We advocate for sustainable development that respects our environment, prioritizes infrastructure investments to support growth without overburdening our resources, and provides equitable access to opportunities for all residents.

By fostering a balance between economic expansion and community well-being, we can ensure the Randolph continues to attract new businesses and residents, while preserving the essence of what makes Randolph a place where “Life is Worth Living.”

Affordability

We recognize the burden that rising property taxes place on homeowners and businesses alike, and we are dedicated to implementing prudent financial policies and practices that prioritize affordability for our residents.

Through careful budget management, strategic planning, and proactive measures to increase revenue streams, we aim to alleviate the strain on taxpayers while maintaining essential services and investing in the long-term future of the community.

By advocating for transparency, accountability, and efficiency in spending, we will work to ensure that every dollar is used wisely.

Representation

Representation is not just about holding office. It’s about amplifying the voices of every member of our diverse community. We are committed to fostering an inclusive environment where every resident feels heard, valued, and empowered to participate in the decision-making processes that shape our town.
